Understanding Transportation Management Plans (TMPs) in Highway Work Zones

The Work Zone Safety and Mobility Final Rule states that for significant projects the State shall develop a Transportation Management Plan (TMP) that consists of a Temporary Traffic Control (TTC) plan and addresses both transportation operations and public information components. Highway contractors have been presented with these TMPs for implementation in the field. Some contractors may not be familiar with the TMP background, requirements, and terminology. This guide is intended to provide basic information that highway contractors may use in the implementation of a TMP.
